who. Xiahou Dun + anyone under the Omega sun, if there even is one.
what. Dun is meeting up with some people separately to discuss theweather neighbourhood watch. Other than that, he's free to interactions with anyone else while waiting/walking towards the appointed meeting spots.
where. The bar where York works, his martial arts centre, a quiet area of apartments, and Mordin's clinic will be the places where the meetings can be held. Otherwise, you can bump into him any time/anywhere when he's not discussing super secret details.
when. Over the course of the last week

There are lots of people he has to meet if he wants this watch to succeed. The latest fire escapade proved that unless they stood with each other everyone else would regard them as nothing more than chess pieces in a game of Omega politics that frankly Dun wanted nothing to do with.
So for the past few days Dun has tried to set up a meeting with the following people at the following places:
Day 1. Mordin Sollus at his clinic.
Day 2. York at the bar she works at.
Day 3. Commander Shepard at a busy corner in the commercial district.
Day 4. Arcee at the quiet alleyway where they met, also near the commercial district.
Day 5. Marian Hawke at the quiet housing area they first met.
Although he is a man on a mission he's not adverse to stopping for a chat. Perhaps someone has bumped into him and tried to make off with something from his pocket? Or maybe he's been roughly shoved to the side by some aggressive Krogans and is in need of some help beating the crap out of them. Maybe you've seen him lingering around the area, and you're just wondering what this suspicious guy is up to. Or maybe you're in need of help yourself. Whatever it is, Dun's eyes and ears are open.

Prowl had arrived early. He may not be the most charismatic individual, but he was nothing if not punctual. And the increasing civilian organization that Arcee had mentioned had fully piqued his interest.]

Sitting just out of sight of most organics, but still in scanning range of Prowl was finally chosen that allowed her to watch both ends of the alley and listen to what was likely to be an interesting conversation.
She wondered if she should have given the human some warning about who he was actually meeting. Then thought better of it as surprise was always a good way to learn just how sincere someone may be...Or how well they could act at least.]

Today found Otoya in the markets. He had yet to fully explore the area, having stayed away from heavy crowds since his arrival. Necessity more than anything else drove him out of hiding. On Omega, credit cards and yen were worthless. Food required credits. Credits required a job. And so he made his way through the crowded space, zeroing in on possible technology shops. Might as well learn something in the process.
About halfway through, Otoya spotted a somewhat familiar face. Or at least familiar clothing, and bowed in Dun's direction.]

She's still tired from using her magic to give water out a few weeks ago, even more so after the fire fight. But she's recovered well enough, thankfully, even if there's still a few kinks to work out here and there. Not everyone has as much power back as they wish. And the mercenary groups are acting up. She's been skirting around them carefully.
The housing area's quiet, as before, and she goes to find a fairly discreet place to wait for him. She has a feeling he's already there somewhere, though, and she goes to the exact area where they met to look.]

Hawke pauses as she catches sight of the scene, staying out of the circle of trouble he's found himself in. Her eyes are on the krogan leader as she watches, her eyes going from him to Dun. He doesn't seem to be in any danger just yet but Hawke isn't going to hide this time. Instead, she's going to let him make the first move.
But there's power already at her fingertips as she summons up her magic, and she's ready to fight.]
