who. Xiahou Dun + anyone under the Omega sun, if there even is one.
what. Dun is meeting up with some people separately to discuss theweather neighbourhood watch. Other than that, he's free to interactions with anyone else while waiting/walking towards the appointed meeting spots.
where. The bar where York works, his martial arts centre, a quiet area of apartments, and Mordin's clinic will be the places where the meetings can be held. Otherwise, you can bump into him any time/anywhere when he's not discussing super secret details.
when. Over the course of the last week

There are lots of people he has to meet if he wants this watch to succeed. The latest fire escapade proved that unless they stood with each other everyone else would regard them as nothing more than chess pieces in a game of Omega politics that frankly Dun wanted nothing to do with.
So for the past few days Dun has tried to set up a meeting with the following people at the following places:
Day 1. Mordin Sollus at his clinic.
Day 2. York at the bar she works at.
Day 3. Commander Shepard at a busy corner in the commercial district.
Day 4. Arcee at the quiet alleyway where they met, also near the commercial district.
Day 5. Marian Hawke at the quiet housing area they first met.
Although he is a man on a mission he's not adverse to stopping for a chat. Perhaps someone has bumped into him and tried to make off with something from his pocket? Or maybe he's been roughly shoved to the side by some aggressive Krogans and is in need of some help beating the crap out of them. Maybe you've seen him lingering around the area, and you're just wondering what this suspicious guy is up to. Or maybe you're in need of help yourself. Whatever it is, Dun's eyes and ears are open.

[Low yet audible growl. The human must've heard his transformation mechanism, but apparently could not figure out the direction of the sound, something that Starscream couldn't fathom.]

[Starscream stretches up, offering his currently empty and unsharpened claws.]
My intention is to brood on this rooftop, preferably unarmed. [Not interested in giving up a name just yet.] Not to disturb...whatever it is you're doing. [Waves an airy claw and looks away. Light mocking voice.] Carry on, stranger. Pardon my mouth, my impulse control has never been that well honed.

But it's that mocking voice that really strikes the fire within. With a growl, Dun crouches, gears himself and leaps up to the closest stall. Gripping the edge, he hoists himself up and launches up to a nearby window sill, grabbing it to push himself upwards even further. It doesn't matter that there are no further ledges for him to use as support; he merely drives his blade into the wall and goes from there.
Just two more jumps and he's up on the top without hardly a sweat. When he's there he directs a glare at the robot's way, the blade lowered but ready to be used at the next opportunity.]
Perhaps you should brood on that then, rather than rattle unsuspecting passer-bys. The last time creatures came out of the shadows, they set themselves on us.
[There's an edge to his voice as he stares up at the robot coolly.]

Not so unsuspecting; you're rather well-armed, and quick-acting.
[At the mention of creatures from the shadows attacking, Starscream was on alert.]
Specifically creatures like me? [Voice on edge. Starscream gestures to himself.] Even without the wings?
[Other Cybertronians here? Autobots? Decepticons?]

[He's not too sure if he should actually mention Arcee's name, seeing as this mechanical construction hadn't proved itself trust-worthy just yet, but the least Dun can give the robot is an affirmative reply that yes, there are other talking robots on the station.]
Yes, but your kind wasn't the one who struck a blow against this District. There were monsters with glowing eyes that cried with a mournful wail. They preferred the cover of the dark; they used it to ambush and slaughter the unarmed and ill-prepared.

[Starscream's fully alert now. He gestures to himself again, specifically the red insignia on his chest.]
Did any of them have something like this symbol? A different color, perhaps?
And what became of these creatures? Repelled for good? Or is their status unknown?

I have not seen any who bear the crest on your chest. And the creatures were eventually destroyed, but no one will call Omega's streets safe.
