who. Xiahou Dun + anyone under the Omega sun, if there even is one.
what. Dun is meeting up with some people separately to discuss the weather neighbourhood watch. Other than that, he's free to interactions with anyone else while waiting/walking towards the appointed meeting spots.
where. The bar where York works, his martial arts centre, a quiet area of apartments, and Mordin's clinic will be the places where the meetings can be held. Otherwise, you can bump into him any time/anywhere when he's not discussing super secret details.
when. Over the course of the last week

There are lots of people he has to meet if he wants this watch to succeed. The latest fire escapade proved that unless they stood with each other everyone else would regard them as nothing more than chess pieces in a game of Omega politics that frankly Dun wanted nothing to do with.

So for the past few days Dun has tried to set up a meeting with the following people at the following places:

Day 1. Mordin Sollus at his clinic.
Day 2. York at the bar she works at.
Day 3. Commander Shepard at a busy corner in the commercial district.
Day 4. Arcee at the quiet alleyway where they met, also near the commercial district.
Day 5. Marian Hawke at the quiet housing area they first met.

Although he is a man on a mission he's not adverse to stopping for a chat. Perhaps someone has bumped into him and tried to make off with something from his pocket? Or maybe he's been roughly shoved to the side by some aggressive Krogans and is in need of some help beating the crap out of them. Maybe you've seen him lingering around the area, and you're just wondering what this suspicious guy is up to. Or maybe you're in need of help yourself. Whatever it is, Dun's eyes and ears are open.

((OOC: Basically the meetings are locked between Dun and whoever he wants to meet, but anything else is fair game.))

[Busy indeed. Shepard's out on his own mission to find a few merchants willing to deal with him and his people without reporting it to the mercs or Aria herself. It's not like he can hide the fact that he's Commander Shepard here on Omega -- everybody knows he's here, but at least he can try and make sure that the players on Omega don't know that his people are building their own arsenal in case things go to shit again.

For the moment he's leaning against a corner and checking his omni-tool, typing out some notes to go over later with some of the crew.]

[Shepard punches a few more buttons on his omni-tool before shutting it off and standing up straighter to greet Dun.]

Had better days, but that's not important. What's on your mind?

[It's obviously important. At least Shepard is hoping it's important since he does have things to do, but Dun does have his full attention.]

[Getting to the point. Shepard likes that, and the information is somewhat intriguing.]

[There's a slight smirk at that understated compliment.]

A patrol might be good. Aria doesn't have it in her generous heart to plan something like that, so it's up to us.

[Shepard doesn't comment on Aria's heart or what it bleeds, mostly because he probably knows more about her than anybody else on the space station and he has his own thoughts of what she's like under that tough exterior. One thing is for certain though, a neighborhood watch isn't really her thing.]

The people are all that matters anyways. Aria won't let the station fall into chaos, but she's not going to really care about a few innocents either. Have you talked to anybody else?

[And he doesn't recognize Steve Rogers at all, but he'll probably meet him eventually. He nods at the rest of the comment before glancing towards some passing mercs.]

Just be sure you can trust the people you tell about this. Nothing's ever as it seems on Omega.
